GS1900-8 can not get the SNTP function to work

If your laptop can ping gateway successfully, maybe you can try to set management IP interface of GS1900 on the same VLAN as your laptop to check if GS1900 can ping NTP server in this scenario.
Besides, you mentioned that there are many topology change in the environment. Do you have ring topology so that you use spanning tree? If you just want to prevent loop, I will suggest you use loop guard and disable spanning tree to prevent frequent topology change.
