Slight confusion about interface "metric" setting

My understanding of the metric parameter is that assigning a higher number to an interface will cause the ZyWALL to give preference to similar interfaces with lower numbers when routing traffic. Do I have that correct?

In my particular situation, I would like the ZyWALL (310, V.4.33) to prefer our cable internet connection over our DSL connection. The "wan0" interface has a "metric" of "0", and the "tel_ppp" interface has a metric of "1". However, when I look in Maintenance > Packet Flow Explore > Direct Route, they both have "0" indicated. That's not correct, is it?
